On Feb. 8, the Cannabis Control Commission highlighted its timeline and progress regarding implementation of Ch. 180. As part of that process, the CCC approved its Model HCA, Municipal Guidance on Host Community Agreements, and Guidance on Licensure during its Feb. 29 public meeting.
EON applauds Acting Chair Ava Concepcion, her fellow Commissioners, Director of Licensing Kyle Potvin, Esq., and the CCC staff for providing a two-week public comment period for the Model HCA that elicited 19-20 public comments that generated approximately 90 potential changes — and for advancing these key deliverables.
We appreciate the openness to stakeholder feedback and the time and effort that the Licensing, General Counsel, Enforcement Counsel, and Government Affairs teams — as well as Commissioners — put into reviewing that feedback.
EON has urged the CCC to provide a public comment period for the Model HCA and detailed updates on other deliverables since December and very appreciative that Acting Chair Ava Concepcion, Director Potvin, and other Commissioners and staff engaged in a meaningful and detailed discussion about imminently needed deliverables.
These updates reflect the CCC’s ongoing commitment to transparently and efficiently implementing critical new regulations that rein in HCAs and encourage equity in municipal licensing.
We hope that Director Potvin and the Commission will continue that commitment by making this a recurring (and even more detailed) update with additional opportunities for public feedback on critical deliverables like the Draft Model Ordinances or By-laws, Guidance on Municipal Equity, and Municipal Standard Evaluation Form.
Keep an eye on the CCC’s Public Documents and News pages for the final the Municipal Guidance on HCAs, and view the CCC’s Feb. 29 meeting packet for recent drafts. Click here for EON’s Model HCA Public Comments.
Thank you again to Acting Chair Concepcion; Commissioners Nurys Camargo, Kimberly Roy, & Bruce Stebbins; Director Potvin; and CCC staff for your receptivity to public feedback, transparency, and commitment to advancing equity!
